The next municipal elections in Brazil are approaching and anyone who cannot attend on the scheduled dates must justify their vote. The first round takes place on October 6th and the second round (where necessary) will take place on October 27th, 2024. All cities in the country will elect mayors, vice-mayors and councilors.

Voting is mandatory for Brazilian citizens between 18 and 70 years old, and anyone who does not vote must justify their absence to avoid penalties imposed by the Electoral Court. Each voting round needs a separate justification if the voter cannot attend both.

Step by step to justify absence using the e-Título application

  1. Download the e-Título app and register

    The app is available for Android (on the Google Play Store) and iOS (on the App Store).
    Search for “e-Title” and download it. Register or access the application. If it is the first time, enter your personal information: full name, date of birth, voter registration number, mother and father's name.   2. Access the justification option

    On the app's home screen, tap the menu icon (usually three lines in the bottom right corner). Select the “Justification for Absence” option.
    Fill in the justification: choose the election round you want to justify (first or second); enter the reason for absence (example: travel, health problems, etc.); If necessary, attach documents that prove the reason, such as medical certificates or travel tickets (you can take photos with your cell phone or attach files). Tap “Next”. To submit the justification, review the information and click “Submit”.
    A protocol number will be generated to confirm sending the justification. Keep this number for possible future consultations.

What is electoral justification?

Electoral justification is a procedure in which voters who were unable to attend the polls in an election in Brazil justify their absence before the Electoral Court. Voters have up to 60 days after each round of the election to justify their absence. If you are outside the country, the deadline is up to 30 days after returning to Brazil.

The forms of justification

  • In person: on election day, the voter can justify it at the polling place or in any electoral zone by presenting the justification form.
  • Online: it is also possible to justify online through the system Justifies on the Superior Electoral Court (TSE) website or on the application e-Title.

To justify the absence, it is necessary to present a plausible reason, such as travel, health problems, or another valid justification, and attach supporting documents, if applicable.

If the voter does not justify his/her absence and does not regularize his/her situation, he/she may suffer some sanctions, such as the impossibility of obtaining a passport or identity card, not being able to assume public office and the impossibility of obtaining a passport or identity card.

There is also a ban on participating in public competitions or taking up public office, a ban on renewing enrollment in public educational institutions, a block on making loans at public banks, such as Caixa Econômica Federal, and a fine.

If the voter does not justify it, their situation with the Electoral Court will be irregular. From the third consecutive election without justification or vote, the voter registration card can be canceled, leading to the suspension of several civil rights.

The fine for those who do not vote and do not justify their absence in the elections is R$ 3.51 for each turn in which the voter failed to vote. This value is stipulated by the Electoral Court and can be adjusted depending on the voter's situation or the justification presented.

If the voter fails to vote in more than one election and does not provide a justification for any of them, the fine may be accumulated.
