Russia announces new ceasefire

Russia announced another local ceasefire on Monday evening in five major cities in Ukraine, Russia’s state news agency RIA Novosti reported . That must take effect on Tuesday at 10:00 a.m.

Russian time (8:00 a.m. Dutch time), so that evacuations become possible.

These are the Ukrainian cities of Chernihiv, Kiev, Kharkiv, Mariupol and Sumy. On Monday morning, the Kremlin also said it wanted to allow evacuations in the last four cities, but new attacks prevented a large-scale evacuation.

It led to frustration with French President Emmanuel Macron, who had asked his Russian counterpart Vladimir Putin for safe escape routes for civilians.

 Macron argued that Putin did not take his request seriously and labeled the attempt “moral and political cynicism, which I find insufferable”.

Ukraine was also obviously angry about the shelling. In addition, President Volodymyr Zelensky found it “reprehensible” that his inhabitants could flee almost exclusively to Belarus and Russia, and not to Western Ukraine. 

He also claimed that Russia had announced the ceasefire mainly to evacuate troops and not to give civilians free passage.

Hundreds of thousands of Ukrainians are expected to leave the major cities. For example, some 300,000 Ukrainians alone would like to flee the southern port city of Mariupol, which has a total population of more than 400,000.

Mariupol has been surrounded for days, with the result that there is hardly any food, water and electricity.

Ukraine and Russia held peace talks again on Monday afternoon. The Ukrainian delegation said afterwards that it was “slightly more positive” about new evacuation attempts, but the Russians thought it was too early to speak of a positive development.
