Looking for your first part-time job
Delivering newspapers, filling shelves in the supermarket or washing glasses in the local pub. Many young people have a part-time job, but what are the laws and regulations regarding minors and work? FNV Young & United and Nibud explain.
“In 2020, 45 percent of the students had a part-time job,” says Nibud spokesman Max Vermeer. Almost half of the young people between the ages of thirteen and eighteen work outside school hours.
“It’s a good way for a child to learn how to handle money. And with a part-time job you learn about contracts, hourly rates, payslips and tax returns. Something that you will also have to deal with later when you start working as an adult.”
From what age are young people allowed to work?
In the Netherlands, young people can perform chores from the age of thirteen. “They may not lift anything and there must always be guidance. From the age of fifteen, they are allowed to work more independently,” says Salim el Aater, advisor at FNV Young & United. “This is also the age at which young people are entitled to the minimum youth wage.
The limit has been set at this age because the government probably does not want to encourage young people to start working as young as possible.”

The older someone is, the more money they earn per hour. The diagram below shows the minimum hourly wage per age based on a forty-hour working week.

How many hours can young people work?
“In the Netherlands, there are many rules about what young people between the ages of thirteen and eighteen are and are not allowed to do. This is to prevent exploitation,” says El Aater.
For example, someone of thirteen or fourteen years old may never work on Sundays and may work a shift for a maximum of two hours on a school day. “School hours are also seen as working hours, so you can’t have a full-time job next to it,” says El Aater.
“The hour limit applies to everyone up to the age of eighteen, but the number of hours you can work on a school day or on weekends is getting longer.”

For example, you can work on Sundays at the age of fifteen and from the age of sixteen you can spend forty hours a week on the work floor, but this also includes school time.
“For example, you are not allowed to work at night, which means that the employer cannot schedule you after 23:00,” says the advisor. “In practice, this does occur, such as in the hospitality industry. You can run the shift, but if you reject it, this can have no consequences for your job.
The employer was not allowed to schedule you in the first instance.”
Are there any pitfalls that young people should pay attention to?
Young people often have more rights than they think, says El Aater. “With a zero-hour contract, many people expect that they are not entitled to vacation days, but everyone has this right. Even if you don’t have fixed hours.”
It is therefore important to read the contract carefully and check the pay slip. “If vacation days are paid, the amount is about 10 percent of your salary. And holiday pay is another 8 percent.
It’s a shame if you miss this.” He recommends that the contract should also be read by an adult, for example a parent or an older sibling.
Another pitfall is the all-in wage, which is often applied in supermarkets. With this wage, the holiday pay has already been added, making it seem higher than the salary of the competitor. “If you’re going to compare jobs, you might be more likely to opt for the all-in wage.

What are the most popular part-time jobs?
No one under the age of eighteen is allowed to perform dangerous work. So you are not allowed to drive machines or lift extremely heavy. Then there are still many other side jobs left, says Vermeer of Nibud.
“The 2020 student survey shows that working in the supermarket is the most popular, with about 29 percent.
This part-time job is closely followed by newspaper delivery (23 percent) and babysitting (18 percent).”
