Ubisoft has confirmed that it is temporarily suspending accounts it deems to be “inactive”, which prevents players from accessing games on them. Users then receive an email informing them that their suspended account will be deleted within 30 days unless they click on the “Cancel Account Termination” link.

We would just like to let you know that you can avoid account termination by logging into your account within 30 days (from receipt of the illustrated email) and selecting the Cancel Account Termination link contained in the email. We certainly don’t want you to lose access to your games or account, so if you experience any difficulty logging in, please create a support case with us.” twitter about the situation.
When the Ponpon user he responded claiming to have lost his account and all the Steam games he had purchased, Ubisoft support stated that players can open a ticket if they want to recover their account.
A community note posted on Twitter also says that “Ubisoft may be required under certain data protection laws such as the GDPR to terminate inactive accounts if it deems that the data is no longer necessary for collection” and “Ubisoft claimed that it does not close accounts that have been inactive for less than 4 years”.
