Lula signs new decree with restrictions on weapons and alters CACs

The decree signed this Friday (21) by President Lula (PT) creates new rules for the acquisition and possession of arms and ammunition in Brazil. The main changes in the PAS (Security Action Program) focus on the CACs (hunters, shooters and collectors), with restrictions on shooting clubs and the Federal Police as responsible for inspection.

New restrictions

The federal government has decided to reduce the number of restricted weapons, ammunition and calibers that can be used by CACs. With the new rules, the number of guns per person will drop from 60 to 16. Now the PF starts to inspect and supervise the gun registrations that belong to the military in the Bolsonaro government. Both Lula and Dino believe that the government has more control over the records. Shooting clubs will also have new schedules and will not be able to operate 24 hours a day. The deadline will be at 22:00. This type of unit cannot operate near schools.

What changes for the CAC?

hunters. They can only have six guns and up to 500 rounds of ammunition per gun per year. Obligatory authorization from Ibama. The Federal Police and Army headquarters may, exceptionally, authorize the purchase of up to two limited caliber weapons.

collectors. Up to one weapon per model is allowed. Limited caliber automatic and semi-automatic weapons whose first production batch is less than 70 years old are prohibited.

Shooters. The government has established a tier 1, 2 and 3 division for each shooter. Each of them will have a standard set of rules to follow when acquiring weapons.

Tier 1 Marksmen: Shooters with eight training sessions or competitions in a shooting club, in different events, every 12 months. May have:

  • up to 4 firearms allowed;
  • Up to 4 thousand cartridges per year;
  • Up to 8,000 .22 LR or SHORT rounds per year.

Tier 2 Marksman: Shooter with 12 training sessions in shooting clubs and four competitions, two of them state, regional or national, every twelve months.

  • up to 8 firearms allowed;
  • Up to 10,000 cartridges per year;
  • Up to 16,000 rounds per year .22 LR or SHORT.

Tier 3 Marksman: Shooter with 20 shooting club training courses and six competitions, two national or international, within a period of twelve months.

  • up to 16 firearms, 12 of which are allowed and up to 4 are restricted;
  • Up to 20,000 cartridges per year;

Up to 32 thousand cartridges per year .22 LR or SHORT.
