US wants China and Russia not to allow AI to control nuclear weapons

United States military officials asked this Thursday (02) for Russia and China to express their opposition to the use of Artificial Intelligence for decisions on whether or not to use nuclear weapons. The statement by Paul Dean, responsible for nuclear weapons control at the US State Department, calls for only humans to have complete control over nuclear weapons, highlighting that the United Kingdom and France have already expressed themselves in this regard.

Request for formal declaration

Paul Dean wants China and Russia, countries that have nuclear weapons, to make a declaration that only humans control the use of this type of weaponry.

According to Dean, the formalization of Russia and China to this standard is extremely important and will show responsible behavior on the part of these countries, especially the nations that are part of the P5, which is the UN Security Council, which includes China, the United States , Russia, United Kingdom and France.

This request for an agreement between nations is made at a time when autonomous weapons are being used in the main conflicts between nations, between Russia and Ukraine and Israel and Hamas. Algorithms, unmanned aerial vehicles, drones, are being used and have the ability to decide whether or not to reach a target.

China and the United States

US President Joe Biden has made efforts to talk to China about nuclear weapons and security on a bilateral basis, outside the P5. Despite all US efforts, China has not yet responded to the request made.

In April, United States Secretary of State Antony Blinken met with Chinese Foreign Minister Wang YI in Beijing to discuss the topic of Artificial Intelligence and nuclear weapons.

In this conversation there was an agreement that the matter would be discussed bilaterally, away from the P5 meetings and that both sides would issue opinions and studies on the best way to manage security regarding the use of AI.

China has plans to increase its nuclear weapons capabilities and declared in February that it would only enter into an agreement with Western nations after they decided among themselves on a special treaty not to use AI for nuclear purposes.
