Government makes the new identity document more inclusive, without distinction of name or gender

This Friday (19), the Ministry of Management and Innovation announced that the new identity card, which has been implemented since 2022, will be issued with two changes in relation to the rules defined during the previous government. The “name” field will be unified, with no distinction between social name and the name that appears in the civil registry, and the “sex” field will be extinguished. These two fields mentioned above did not exist in the old RG models, which were issued in recent decades throughout the country. The new fields were established by the previous administration of the federal government. The removal from the field on the identification document is in response to a request from the Ministry of Human Rights, to make the document inclusive of all.

The government of Luiz Inácio Lula da Silva even created a group to discuss these changes. These new rules will be published in the Official Gazette at the end of June and will come into effect immediately after publication. The states will have until November 6 to adhere to the issuance of the new identity document.

The new identity document, for the time being, is issued in only 12 states, and will gradually replace the RG. And instead of having its own and different number, the document will use the CPF as identification. Today, each citizen can have up to 27 different identification documents, one per unit of the Federation. With the insertion of the new document, every Brazilian citizen will use only the CPF number as an identifying number.

The model imposed in the previous government of Jair Bolsonaro included gender and the distinction of the social name. This inclusion in the RG received harsh criticism from the Federal Public Ministry (MPF). For the MPF, the insertion of the civil registration name before the social name “constitutes a flagrant violation of the transsexual person’s right to self-identification” and opens “one dangerous precedent for the vexatious exposure of a name that does not represent the person you want to identify“. Regarding the “sex” field, the MPF reports that there is no administrative or bureaucratic need to justify the inclusion of this information in the document. Since 2018, transsexuals and transvestites can also adopt the social name in identification documents.
